II Summer School on Human Rights (2014)

On 23 – 27 June 2014 the II Summer School on Human Rights was held on the basis of the Law Faculty of RUDN University. The event is held within the framework of the project of the interuniversity master's program "International Protection of Human Rights", successfully implemented by the Consortium of Russian universities (Peoples' Friendship University of Russia, Kazan Federal University, MGIMO of the Ministry of the Foreign Affairs of the Russian Federation, Perm State University, Russian University for the Humanities) with the support of the Office of the United Nations High Commissioner for human rights and the Ministry of the Foreign Affairs of the Russian Federation.

The Summer School was attended by 72 students, representing more than 20 Russian universities, 37 lecturers, including 8 foreign ones. The audience was addressed with a welcoming speech at the opening ceremony of the Summer School: O.V. Andreyeva; Senior Human Rights Adviser R. Komenda; Dean of the Faculty of Law, RUDN University prof. V.F. Ponka; Director of the European Training Institute of MGIMO of the Ministry of the Foreign Affairs of the Russian Federation T.V. Shashikhina; as well as the dean of the Faculty of History, Political Science and Law of the Russian State Humanitarian University prof. A.P. Logunov.

At the plenary session on the topic: “Human rights based approach” honoured guests shared their experience: M.B. Terentyev (Deputy Chairman of the State Duma Committee on Labour, Social Policy and Veterans Affairs); L.M. Alekseyeva (Chairperson of the Moscow Helsinki Group); M.A. Fedotov (Chairman of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights); G.F. Kunadze (Deputy Head of the Office of the Ombudsman in the Russian Federation); A.Yu. Yunoshev (Deputy Head of the Legal for the Execution of Punishments of Russia); Florence Benoit-Romer (Secretary General of the European Inter-University Centre for Human Rights and Democratization); and Pablo Espineya (an employee of one of the OHCHR departments).

Within the framework of the Summer School, for the first time in Russia in English, a competition “Model of the European Court of Human Rights” was held. The competition was attended by 4 teams representing RUDN University, together with MGIMO of the Ministry of the Foreign Affairs of the Russian Federation, Russian University for Humanities, Kazan Federal University and Perm State National Research University. The jury consisted of Manuela Briat (Deputy Secretary General of the Human Rights Defence Association), Jacques Anderson (Professor at Queen's University of Belfast), and Alan Desmond (European Inter-University Centre for Human Rights and Democratization (EIUC).

Summarizing lectures on the activities of the ECHR and the lawyer’s work in the ECHR were delivered by: Petr Sitch (Head of Department of the Program Office of the Council of Europe in the Russian Federation) and Pit Blondet (Representative of the European Commission Delegation in Moscow), as well as D.V. Trenina (lecturer at the Department of Criminal Law, Criminal Procedure and Criminalistics of the Moscow State Institute of International Relations of the Ministry of the Foreign Affairs of the Russian Federation). Participants of the Summer School visited the Sakharov Centre and took part in a round table on the topic of human rights in Russia at the present stage.

From 26 to 27 June the Summer School continued in the format of sections. The audience of the section “Threats and Challenges of the XXI Century and Human Rights” was addressed by: Doctor habilitatus (law), prof. A.Kh. Abashidze (Head of the Department of International Law of RUDN University; member of the UN Committee on Economic, Social and Cultural Rights), A.M. Solntsev (Deputy Head of the Department of International Law of the RUDN University), V.M. Gefter (Director of the Institute for Human Rights), M.N. Sereda (Campaign Coordinator of the Amnesty International Office in Russia), Paolo de Stefani (Doctor of law), Professor at the School of Economics and Political Science of the University of Padua), W.Yu. Mammadov (Associate Professor of the Department of International and European Law at Kazan Federal University). Within the framework of the section “Topical issues of ensuring human rights in Russia”, Ye.V. Sereda (Head of the Organizational Department of the Office of the Ombudsman in the Russian Federation), A.K. Soboleva (member of the Council for the Development of Civil Society and Human Rights under the President of the Russian Federation), A.B. Ampar (program specialist in social sciences and humanities at the UNESCO Bureau in Moscow), A.M. Verkhovskiy (director of the “SOVA” Information and Analytical Centre; member of the Presidential Council for the Development of Civil Society and Human Rights), M.D. Davtyan (member of the Moscow Chamber of Lawyers, lawyer of the Consortium of Women's NGOs), A.Ye. Lysenko (scientific director and chairman of the board of the National Centre for Disability Problems), T.I. Margolina (Ombudswoman in the Perm Region), T.D. Zrazhevskaya (Ombudsman in the Voronezh Region), R.Sh. Garipov (Associate Professor of the Department of International and European Law at Kazan Federal University), as well as N.V. Shatina (Candidate of Historical Sciences, Associate Professor of the Department of Social Communications and Technologies of the Faculty of History, Political Science and Law of the Russian University for the Humanities).

The participants in the sections discussed topical issues of human rights protection in Russia in the light of international standards, as well as modern challenges and threats. The work of the sections was of interactive-applied nature.

On 27 June the results of the Summer School were summed up by the head of the Department of International Law A.Kh. Abashidze and the program specialist of the Moscow office of the UN OHCHR R. Aluash, who noted the high professional level of the lecturers, the orientation of the Summer School on the discussion of practical issues of human rights protection, as well as the importance of the Summer School for the training of highly qualified human rights specialists at the international level. The listeners were also approached by the manager of the master's program “International protection of human rights” O. G. Kharitonova and the program coordinator from RUDN University, associate professor of the Department of International Law of RUDN University YeE.S. Alisiyevitch.

Participants of the Summer School summed up the results of the photo competition “Everyone has the right to....”, giving the winner, a graduate of the master's program “International protection of human rights” N.K. Karsanova (RGGU) a memorable gift. The work of the Summer School was conducted in Russian and English. The participants of the Summer School were awarded certificates.
