The next workshop lecture for masters of the Consortium, which includes our University for the Humanities, was devoted to international mechanisms for the protection of human rights.

From June 28 to July 2, Kazan hosted the VIII Summer School "Human Rights for New Generations", which is held annually as part of the project of the interuniversity master's program "International Protection of Human Rights", implemented by the Consortium of Russian Universities with the support of the Office of the UN High Commissioner for Human Rights and Russian Foreign Ministry.

The organizer of the Summer School in 2021. Kazan (Volga Region) Federal University spoke together with the Office of the Commissioner for Human Rights in the Republic of Tatarstan.

The summer school was an intensive interdisciplinary practical training program aimed at expanding students' knowledge on issues: climate change, migration, youth participation in decision-making. It was also attended by leading scientists from the Consortium of Russian Universities and the European Inter-University Center for Human Rights and Democratization (EIUC), representatives of the UN treaty bodies, OHCHR and the Council of Europe.

From the State University there were first-year undergraduates of the full-time department: Alexander Kurmachev, Ekaterina Solomakha, Elena Sukhinina, Anastasia Shmyrova, Vlada Shcherbinina and Marina Pirmamatova, a second-year undergraduate of the part-time department.

VIII Summer School on Human Rights

The grand opening of the Summer School took place on June 28 in the Imperial Hall of KFU, with a welcoming speech:

  • Rector of KFU - Ilshat Rafkatovich Gafurov;
  • Chairman of the State Council of the Republic of Tatarstan - Farid Khairullovich Mukhametshin;
  • OHCHR representatives Rashid Aluash and Nada Al-Nashif;
  • Commissioner for Human Rights in the Russian Federation - Tatyana Nikolaevna Moskalkova;
  • Commissioner for Human Rights of the Republic of Tajikistan - Sariya Kharisovna Saburskaya;
  • UN Representative in the Russian Federation Vladimir Valerievich Kuznetsov.
  • After the grand opening, a round table of human rights commissioners in the Russian Federation and constituent entities of the Russian Federation was held on the topic “The role of human rights commissioners in achieving the Sustainable Development Goals”, which was held in the Hall of the KFU Board of Trustees. Then the participants took a tour of the KFU Museum and the city of Kazan.

    At the end of all events, a reception was held on behalf of the organizers of the Summer School in the KFU Banquet Hall.

    On June 29, a plenary lecture was held in the Imperial Hall of KFU, conducted by OHCHR representative in the Russian Federation Rashid Aluash and UN representative in the Russian Federation Vladimir Kuznetsov.

    After the break, a plenary lecture was held by the Deputy High Commissioner for Human Rights (online) - Nada Al-Nashif.

    Then there was a panel discussion on the role of young people with the participation of the Commissioners and employees of the Offices of Commissioners for Human Rights in the constituent entities of the Russian Federation. The speakers were: the HRO for the Republic of Tatarstan - Sariya Kharisovna Saburskaya, the HRO for St. Petersburg - Alexander Vladimirovich Shishlov, the HRO for the Perm Territory - Pavel Vladimirovich Mikov, the Commissioners for Human Rights and other subjects of the Russian Federation were present. The event took place in the 1st physical auditorium of the Main building of KFU.

    Also on this day, the final of the "Model ECtHR" competition held in the Supreme Court of the Republic of Tajikistan was held, the qualifying round of which was held on June 27.

    On June 30, an interactive panel discussion was held in the auditorium of the Main Building of KFU, representatives of the UN agencies in the Russian Federation spoke:

    • Rashid Aluash - Representative of the OHCHR in the Russian Federation;
    • Vladimir Valeryevich Kuznetsov - UN Representative in the Russian Federation;
    • Abdusattor Ismoilovich Esoev - representative of the UN IOM;
    • Oleg Yuryevich Kobyakov - Representative of the UN FAO.

    After the break, there was a division into clusters in three thematic blocks: "Human rights and climate change", "Human rights and migration", "Human rights and youth participation".

    The first lecture at the cluster “Human Rights and Climate Change” in the auditorium of the Main Building of KFU was given by Adel Ilsiyarovich Abdullin (KFU) on the topic: “Legal mechanisms for solving environmental problems in regional integration organizations (on the example of the EU). Then Nafisa Mansurovna Mingazova (KFU) gave a lecture there.

    And Alexey Vasilievich Tsykarev (Vice-Chair of the UN Permanent Forum on Indigenous Issues, member of the Steering Group of the International Decade of Indigenous Languages) (online) concluded the day with his lecture on the topic: “The impact of climate change on the traditional way of life, culture and human rights of indigenous peoples ".

    On the same day, lectures were delivered at the Human Rights and Migration cluster:

    • Rustem Shamilevich Davletgildeev (KFU) on the topic: "Problems of international legal protection of environmental migrants";
    • Roman Nikolaevich Kuznetsov (HRC office in the Sverdlovsk region) on the topic “The experience of regional HROs in protecting the rights of migrants”.

    The day in this cluster ended with a practical field session at the Regional Public Organization Center for Legal Assistance to Migrants and Other Socially Unprotected Segments of the Republic of Tatarstan "Legal Clinic", the Public Chamber of the Republic of Tatarstan. The practical lesson was conducted by the Head of the organization Gulia Gumarovna Balafendieva.

    In the third cluster “Human Rights and Youth Participation”, lectures were read that day by:

    • Ainur Eshimbekovna Dzhorobekova (Diplomatic Academy of the Kyrgyz Republic) on the topic: “The youth of Kyrgyzstan and the realization of their rights to participate in the socio-political life of the country”;
    • Pavel Vladimirovich Mikov (HRC in the Perm region) on the topic: “Human rights and youth participation”;
    • Bill Rolston (Ulster University, Ireland) (online) on the topic: "Wall Murals of conflict and war".

    On July 1, as well as on the previous day, the lectures were presented in clusters.

    In the first cluster "Human Rights and Climate Change" lectures were given by:

    • Alexander Mikhailovich Solntsev (PFUR) on the topic: "Climate disputes": an interactive analysis of cases of climate refugees in the Human Rights Committee";
    • Lyle S. Sanga (Raoul Wallenberg Institute, Laund, Sweden) (online) on "Is preventing climate change a human rights obligation".
    • Bryce Dixon (Queen's University Belfast School of Law, Northern Ireland) (online) on "Environmental rights through the eyes of international courts and monitoring mechanisms";
    • Maria Georgievna Alferina (Office of the Human Rights Commissioner in the Russian Federation) on the topic: "Protection of the rights of citizens to a favorable environment."

    In the second cluster "Human Rights and Migration" lectures were given by:

    • Alla Yuryevna Yastrebova (Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation) (online) on the topic: "International legal framework for the regulation of forced migration in armed conflicts";
    • Nikita Yuryevich Molchakov (Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation) on the topic: "International legal aspects of cooperation between states in the field of long-term solution of refugee problems";
    • Boldizhar Nagy (Central European University, Budaperst, Hungary) (online) on the topic: “Elements of the EU Asylum Law with Special Relevanse to Syrian Refugees”;
    • Damir Kamilyevich Bekyashev (MGIMO) (online) on the topic: "Peculiarities of the legal status and work of foreigners on ships: international and national legal regulation."

    In the third cluster "Human Rights and Youth Participation" lectures were given by:

    • Tatyana Alexandrovna Titova (UralGUU) on the topic: “The rights of young people that ensure self-expression”;
    • Timur Gennadyevich Kakokho (Tatar regional branch of the Russian Bar Association) on the topic: "Interaction of youth, society and the state in decision-making processes at different levels of government";
    • Maxim Aleksandrovich Likhachev (Ural State Law University), Rustam Martikovich Khalafyan (Ural State University of Law) on the topic: “Human and State Rights (International Legal Perspective)”.

    And the day in this cluster ended with a practical field lesson at the Charitable Foundation "Good Deeds".

    On July 2, on the final day of the Summer Human School, a practical field lesson “Environmental Activists” was held (organized by the Department of Environmental Management and Water Management of KFU), Ekaterina Vyacheslavovna Kiseleva (PFUR) delivered a final lecture at the cluster “Human Rights and Migration” and at the cluster “Human Rights and Youth Participation” held a practical lesson Maxim Aleksandrovich Likhachev (Ural State Law University), Rustam Martikovich Khalafyan (Ural State University of Law) on the topic: “Human Rights in the Dialogue between Man and the State (International Legal Perspective)”.

    Further, after the break, a general practical lesson was held on the topic: “Climate change, the rights of people with disabilities and the fight against violence”, held in the audience of the Main building of KFU - Polina Chernomordik.

    Afterwards, the participants of the Summer School were shown a film from the program of the Stalker human rights festival and it was actively discussed.

    The ceremonial closing of the Summer School took place in the first physical auditorium of the Main building of KFU. Certificates of participants were presented, then representatives from all the universities present expressed their gratitude to the organizers of the event.

    The summer school this year, as always, was very productive with the exchange of information and new connections, practices and knowledge, experience and "fresh views" on the questions posed and topics raised.

    At the end of the Summer School, I would like to note the high level of organization of the event, the goodwill of the organizers and moderators, the hospitality and warmth with which we were received by KFU and the wonderful city of Kazan.
